Retail stocks have been pounded since April on fears that the U.S. consumer is taking a break due to a weak balance sheet. The most common phrase being uttered these days is "double dip". Where there is fear, there is opportunity. Today the review continues of the top retailers by market cap. Target (TGT) has seen its stock now drop by almost $8 since late April. The price target is about $2 away making this one of the least valued names in our current retail review.
